HB 1236 removes the requirement that parents/guardians witness the pledge signed by the student (for the student to be eligible for a WA College Bound Scholarship); however, students (beginning in 7th grade) and their parents/guardians will be notified of the requirements for award of the scholarship.

Higher Education Committee Amendment: As amended, HB 1236 maintains the parent or guardian witness requirement for the CBS pledge, but allows a school administrator or counselor to witness the pledge instead if a student's parent or guardian is unavailable.
