HJR 4206 amends the state constitution by adding a new section requiring any action by the legislature that raises taxes must be approved by at least two-thirds legislative approval in both the house and senate; however, a simple majority is sufficient if the legislature refers the action to the voters for approval or rejection. This amendment to the state constitution is to be submitted to the voters at the next general election.
