Sponsored by Senator Bailey, SB 5639 states that the state auditor will annually publish on its website a list of all new programs funded by state funds during the previous fiscal year, including the name of the program, a brief description, the name of the agencies receiving the funding, and the amounts appropriated. Three years after the initial funding of any new program, the state auditor will conduct a fiscal and performance audit to assess how effective the program was at meeting it stated objectives and how efficiently resources were used. Budget proposals will include a listing of all new programs funded in the previous two years, including performance measures, current annual funding levels, and proposed funding levels.
