SB 6104 provides a plan for phasing in the state’s constitutional duties to fully funded basic education as required by the Washington State Supreme Court’s order dated January 9, 2014.

Engrossed Substitute HB 2261 is recognized as being part one of a plan for meeting the state's constitutional obligations and that part two of the plan is to provide half of the funding necessary to meet the final 2018 values of Substitute HB 2776 (Relating to renaming the Washington civil liberties public education program, passed during the 2014 session).  Phase two is intended to include a phase-in plan for compensation and a state revenue source to support the increased state allocations.  Intent to implement a process for determining how to reduce reliance on local levies for salaries is also provided.

The bill delineates plans in the areas of:  compensation, classified and administrative salaries, comparabe wayge analysis, supplemental contracts, capital gains tax, and I-1351.
