Governor: Contract funding for services provided to runaway youth who are not state dependents is transferred from the Department of Social and Health Services to the newly created Office of Youth Homelessness (OYH) within the Department of Commerce. Services include secure and semi-secure residential facilities and outreach to youth living on the streets.

House: Funding for contracted services for street youth and youth who are in conflict with their families is transferred from the Department of Social and Health Services to the Office of Youth Homelessness within the Department of Commerce, pursuant to Second Substitute House Bill 1436 (homeless youth). Services include crisis residential centers, secure and semi-secure crisis residential centers, HOPE beds, and outreach to street youth.

Senate: Services provided to runaway and at-risk youth are transferred from the Department of Social and Health Services to the newly created Office of Homeless Prevention and Protection Programs within the Department of Commerce (2SSB 5404 - homeless youth).
