Governor: To implement the Carbon Pollution Accountability Act, funding and FTE staff are provided for oversight and implementation of a new carbon market program, including compliance and enforcement, technical assistance, information technology work, data collection, emitter reporting and market monitoring. One-time bridge funding from General Fund-State is provided for carbon-market costs that will be incurred before the Carbon Pollution Reduction Account has sufficient revenue.
